Presidential Candidates Place Education High on Party Agendas

With the party conventions behind us, we are seeing that education has become a dominant issue in the general-election campaign between Republican candidate Gov. George W. Bush of Texas and Democratic candidate Vice President Al Gore with both candidates outlining detailed education agendas.

Bush argues that the federal government can play a strong federal role in improving education, even while keeping most responsibility at the state and district levels. He has said he would expand the scope of the Education Department by bringing the Head Start preschool program under its purview and he proposes an overall increase in education spending, $13.5 billion over five years.

Gore, meanwhile, is seeking to build on Clinton administration's record by reiterated support for some of the president's top priorities, such as federal aid for school construction, class-size reduction, and after-school programs. He is also proposing a 10-year, $115 billion plan to increase education spending.
