Bush Lays Out Education Plan

President Bush said this week that it is time to "confront the scandal of illiteracy" in America. To do so, he proposed requiring the annual testing of elementary school students in math and reading while holding failing public schools more accountable.

Each state would be given up to three years to establish a testing system in order to be eligible for federal education aid. Bush presented a package of ideas he had embraced during the presidential campaign, but offered no cost estimate. Bush said he was open to other ideas, but he stressed that action was needed quickly.

He also would give schools greater flexibility to try different educational approaches.

Bush stuck with the most controversial proposal in his reform package — the use of vouchers to help the parents of children in substandard public schools enroll them in private schools.
